1. Emergency Broadband Benefit (EBB)

One of the program is Emergency Broadband Benefit (EBB) and now it has got evolved into ACP. It can be used to pay for the entire cost of an entry level smartphone or to heavily subsidize access to a monthly plan from participating carriers. Qualifying households, which include those on SNAP, Medicaid, and with incomes less than 200% of the federal poverty level, may receive a discount of up to $30 a month off the price of internet service (or $75 a month on Tribal lands) and even a one-time discount of up to $100 for a tablet, laptop, or desktop computer from participating providers.

Another neglected effort is ConnectHome USA, a joint venture of HUD and internet providers to offer low-cost connections to people living in public housing. While it’s primarily about low-cost internet, some of the ISPs who participate also provide free or low-cost smartphones to help ensure that families remain connected.

3. Internet First

Internet First, a project of PCs for people, does not only offer low-cost internet; it also includes free or heavily discounted refurbished smartphones for low-income individuals, students and nonprofits. It’s income-based or tied to participation in assistance programs, meaning it’s a lifeline for those who need a connected device for job searches, school or telehealth.

4. Other Telecom Companies

Major telcos also have some hidden gems. Such as Spectrum’s Internet Assist program which provides qualifying families with high-speed internet for only $19.99 per month while some are eligible to bundle it with a free basic phone. Likewise, AT&T’s Access Program offers discounted internet, and in partnerships with nonprofits some people can get a free government smartphone if they meet existing income restrictions.
